Inside this sleeve, the signals are relayed from the end of the fiber optic cable on the rotating drum to the fixed transmission line that brings all the data into the Control Van on the ship. A similar device is used on Ferris Wheels or Merry-Go-Rounds at County Fairs to keep all the lights illuminated as the rides spin around.
